From 2013 year St. Petersburg rose to more than 25 position, and for the second year in row has been included such one of a leader. According to monitoring for 2016 year St. Petersburg took the first place in “The level of economic development” term, and the 5th place in “Dynamics of economic development” term, and the second place in “The level of development of the social sphere” term.
The Ministry of Economic Development of the Russian Federation carried out a comprehensive assessment of the effectiveness, that approved by the technique of government decree “Measures to Implement President of the Russian Federation Decree of 21th of August, 2012, № 1199 “Assessment of effectiveness of the executive bodies in subjects of the Russian Federation” from 2012. 11. 03, № 1142. The technique contains 14 points, which characterizing economy development, development of social sphere, and public opinion poll. 50 percent from the comprehensive assessment account for economy development point, the index of development of social sphere accounts for 30 percent and public opinion poll accounts for 20 percent, respectively.
Marks of economy development contains the volume of private investments in fixed assets, tax and non-tax revenues of the regional budget, real disposable incomes of the general population, small business turnover, the level of housing construction.
The social sphere is estimated by marks of the expected life expectancy, natural mortality, the level of unemployment, academic performance of the Unified State Exam and the proportion of orphans are not covered by various forms of family protection.
The results of sociological surveys of city residents are used for determination the level of citizens’ satisfaction with the activities of the executive authorities of the subject of the Russian Federation.
The high rating of St. Petersburg in a total results of a comprehensive assessment of the effectiveness of executive bodies of the Russian Federation for 2016 is due to the growth of several key points.
According to operational data the volume of investments in fixed assets for 2016 increased significantly by 31,0 % to the level of 2015. The final increase of this mark was 27,2 % over the last three years. According to the refined data of Federal State Statistics Service for 15th of August, 2017 investments in fixed assets (excluding budgetary funds) in St. Petersburg for 2016 in comparison with 2015 and 35,6 % for 2013 increased significantly by 39,7 %.
The tax and non-tax revenues of the regional budget increased by 9,2 % over that of 2015, increased by 24 % over the last three years.
Summary percentage of housing construction in total housing area increased from 2,16 % for 2013 to 2,43 % for 2016, that is higher than the average Russian index (2,20 %). But it can confidently be reported that the key points of social sphere increased too. Thus, the resident population of St. Petersburg for 2016 increased by 1,0 % or 56,6 thousand people per year, that equal 5 281, 6 thousand people, respectively. The total number of permanent resident population has increased by 2,9 % or 149,6 thousand people in the last three years.
The expected life expectancy at birth has risen by 0,68 years in the last three years, that equal 74,9 years and is higher than the target value of the average Russian index and index of May Decrees of the President of the Russian Federation.
The level of unemployment rate in 2016 was 0,5 % compared to 2015 and currently the lowest in Russia is 1,6 %.
In 2016, the average disposable income of citizens reached about 430 thousand rubles per year per person, that was almost one-third higher than average Russian level.
Appointed St. Petersburg received an additional 785 million rubles for the best results in social and economic development of territories in 2016, by government decree from 2017. 12. 09, № 2748-r. These funds have been transferred to budget of St. Petersburg.
